1 Dale Hickam Excellent Teaching Program National Board Certification The Dale Hickam Excellent Teaching Program (DHETP) was established by the Florida Legislature in 1998 to provide incentives for qualified Florida educators to pursue excellence by obtaining certification through the National Board for Professional Teaching Standards (NBPTS) via an application fee subsidy and to reward public school teachers for remaining in the classroom via annual salary and mentoring bonuses.
