Lynn Street, 10 th Floor Arlington, VA 22209-2020 USPSOIG VACANCY ANNOUNCEMENT #08-76 Auditor/Audit Evaluator 3 Human Capital Directorate The United States Postal Service Office of Inspector General (OIG) is seeking candidates to fill Auditor/Audit Evaluator (Journey Band) positions in Arlington, VA. The Human Capital Directorate conducts performance audits and reviews of Postal Service human capital operations, including employee development, equal employment opportunity (EEO) programs, health care/workers 9 compensation issues, human resources, safety issues, and labor -management relations within the Postal Service.

Specialized experience in these areas is highly desirable. The candidate should also be highly motivated and have demonstrated experience in planning, conducting, and reporting audits or evaluations. The OIG mission is to provide reports to Postal Service Executives and Governors, and the Congress that help the Postal Service maximize revenue (approximately 70 billion a year), minimize costs, and prevent and detect fraud, waste, abuse and mismanagement.

ELIGIBILITY REQUIREMENTS Bachelor 9s degree from an accredited college or university in accounting or in a business related field that included or was supplemented by 24 semester hours in accounting OR Bachelor 9s degree from an accredited college or university EVALUATION FACTORS ... more. less.

Knowledge of accounting and auditing theory, concepts, and standards and knowledge of advanced audit techniques for designing, planning, directing, and executing broad-scoped reviews or performance audits of major, complex programs or activities Ability to apply effective project management and work on a team, whether as a team member or leader, to accomplish project objectives and goals Ability to maintain effective liaison relationships with auditees, audit organizations, and other interested parties on significant audit matters and to resolve issues or problems Ability to develop and review written audit reports and correspondence that are clear, concise and persuasive DESIRABLE QUALIFICATIONS Professional certification(s) and/or advanced degree(s) Experience in leading complex multi-site (nation-wide) performance audits and evaluations Specialized experience auditing Postal Service employee development programs, EEO programs, health care/work ers 9 compensation issues, human resources 9 programs, safety issues, and labor relations ADDITIONAL REQUIREMENTS Ability to pass a physical examination, drug screening, and a background investigation Ability to obtain/maintain a government-issued credit card May require up to 50 percent travel TO BE CONSIDERED, APPLICANTS MUST SUBMIT Any of the following forms: OF-612, SF-171, PS Form 2591, PS Form 991, or a resume Latest performance appraisal (within 15 months); must have received at least a contributor or satisfactory level of performance rating (if unable to provide, please note reason on a separate sheet of paper A separate, written narrative that describes specific experience (knowledge, skills, and abilities) for each Evaluation Factor (limited to one page per factor) Attach a copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit Evidence of professional certification(s), if applicable Applicants claiming V eteran 9s Preference must attach a copy of member 4 copy (only) of Certificate of Release or Discharge from Active Duty (Form DD214) or other proof of eligibility if claiming 10-point veteran 9 s preference.
