The purpose of the survey is to provide an independent and accurate assessment of noise levels as required by the Environment Protection Authority (EPA). A comparison is made with the consent conditions issued by the EPA, and this report covers event noise monitoring at the receiver locations listed in those consent conditions.<br><br> This report also includes weather information periodically recorded at the receiver locations. 207 079 LIVE EARTH CONCERT - Environmental Noise Monitoring Acoustic Report PKA ACOUSTIC CONSULTING Page 3 2 SUMMARY The event noise monitoring was carried out on Friday 6 th July 2007 and Saturday 7 th July 2007. Noise monitoring was continuously performed during sound checks and the concert.<br><br> On Friday 6 th the sound check started at 3:00pm and ended at 7:20pm. The total duration of the sound check was 4 hours 20 minutes. On Saturday 7 th the concert started at 11:25am with Blue King Brown on stage.<br><br> 11 bands took the stage with breaks between them until the end of the concert at 8:50pm. The total duration of the concert, each band appearing either 25 or 35 minutes was 5 hours 40 minutes. Location 2 3 10 Alexander St Paddington dB(A) noise levels were within the required EPA criteria at all times. dB(C) noise levels were within the required EPA criteria at all times.<br><br> The arithmetic average of maximum noise levels (recorded every 2-minute period) for the concert was 60dB(A), 71dB(C). 207 079 LIVE EARTH CONCERT - Environmental Noise Monitoring Acoustic Report PKA ACOUSTIC CONSULTING Page 5 3 NOISE ASSESSMENT CRITERIA EPA conditions for the event were as follows (relevant excerpts from EPA documentation); Monitoring Methods a) Noise measurements must be taken using a Type 1 Sound Level Meter set to cfast d time response, 8A 9 and/or 8C 9 weighting network as specified. b) The L Amax and L Cmax must be measured: i) in the absence of any influential sound, that is audibly distinguishable and extraneous to the sound from the amplification equipment; and ii) with the sound level meter microphone placed between 1.5 and 1.6 metres above the ground.<br><br> Noise Limits During the test(s), rehearsal(s) and concert(s), L Amax and the L Cmax measured at the specified locations must not exceed: ii) For activities conducted at the SFS: 80 dB(A) and 100 dB(C) Noise Descriptors c L Amax d means A 3 weighted maximum Root Mean Square (RMS) sound pressure level measured over a one (1) second interval; c L Cmax d means C - weighted maximum RMS sound pressure level measured over a one (1) second interval; Noise Monitoring Locations For activities taking place at the SFS: Location 1 - At a point within one (1) metre of the residential boundary nearest to the SFS, of 234 Moore Park Road, Paddington. Location 2 - At a point within one (1) metre of the residential boundary nearest to the SFS, of 10 Alexander St, Paddington. 207 079 LIVE EARTH CONCERT - Environmental Noise Monitoring Acoustic Report PKA ACOUSTIC CONSULTING Page 6 Monitoring Points and Acoustical Consultant (a) For each concert, rehearsal or sound test, noise levels must be continuously monitored by an accredited acoustical consultant throughout the entire concert, rehearsal or sound test as L Amax and L Cmax.<br><br> (b) The noise levels must be monitored at the relevant specified locations set out in condition 5. Where the concert is not being held at the SFS or the SCG but is otherwise held on the Trust lands, the noise levels must be monitored at all of the locations referred to in condition 5. (c) During the entire concert, rehearsal or sound test, the Trust must ensure that a Trust employee or agent is present at the sound-mixing desk for the event and is able to exercise ultimate control of the noise levels from the sound amplification equipment during the event.<br><br> (d) The Trust must also ensure that, during the entire concert, the employee or agent can contact and communicate with all of the acoustical consultants conducting the monitoring of the noise levels from the concert. Hours for Concerts, Rehearsals and Sound Tests (Condition 14) (a) For the following activities, the following limits apply: i) Concerts: A concert must not commence prior to 1000 hours or finish after 2230 hours on any day. The total length of a concert must not be greater than three (3) hours.<br><br> ii) Rehearsals: Rehearsals must not commence prior to 1000 hours or finish after 1900 hours. The total duration of rehearsals that are audible beyond the land administered by the Trust must be kept to an absolute minimum. iii) Sound Tests: Sound test(s) must not commence prior to 1000 hours or finish after 1900 hours.<br><br> The total duration of sound tests that are audible beyond the land administered by the Trust must be kept to an absolute minimum. (b) Any exceptions to the above limits must receive the prior written approval of the EPA Manager Sydney Local Government. That approval may be subject to conditions.<br><br> Initial Report to the EPA (a) On the next working day following the completion of each separate concert, the Trust must provide a report in writing to the EPA Manager Sydney Local Government on the following issues: i) Whether or not there has been compliance or non-compliance with condition 14, including the reasons for any breaches of the specified hours; ii) The times and details of any occasions where exceedence(s) of the noise level limits in condition 15 occurred, why the exceedence(s) occurred and what measures were implemented to ensure that the exceedence(s) did not reoccur. 207 079 LIVE EARTH CONCERT - Environmental Noise Monitoring Acoustic Report PKA ACOUSTIC CONSULTING Page 7 Final Report to the EPA (a) By not later than twenty eight (28) days after the completion of a concert, or series of concerts, the Trust must provide a report in writing to the EPA Manager Sydney Local Government. (b) An accredited acoustical consultant must prepare the written report.<br><br> (c) The report must contain the following: i) the name address and telephone number of the person who prepared the report; ii) the relevant date(s) and the commencement and completion times of the test(s), rehearsal(s) and concert(s) on each day; iii) the times and location(s), including a site plan, at which the noise measurements were taken; iv) details of the equipment and methods used to take measurements; v) a statement of any time(s) at which the noise level limits in condition 15 were exceeded and why, the level(s) and duration of any exceedence(s); and, vi) any other information relevant to the consideration of the noise impact from the event on residents or other sensitive receivers. (d) In the same written report, the Trust must provide the following information: i) the estimated total number of people that were anticipated to attend the concert(s) on each day and the number who actually attended; ii) a summary of the number, location and times of any complaints received by the Trust; iii) if any exceedences occurred or any complaints were received, details of what the Trust intends to do (or do differently) for any future events; and iv) any other information relevant to the consideration of the noise impact from the event on residents or other sensitive receivers. 207 079 LIVE EARTH CONCERT - Environmental Noise Monitoring Acoustic Report PKA ACOUSTIC CONSULTING Page 8 4 NOISE MEASUREMENTS Noise levels were monitored over the duration of the event.<br><br> Three noise monitoring consultants were used at the various locations as required. 4.1 Monitoring Locations Location 1 At a point within one (1) metre of the residential boundary nearest to the SFS, of 234 Moore Park Road, Paddington. The calibration of the meters was checked before and after the measurement period with a Brüel and Kjær acoustical calibrator model 4230.<br><br> No significant system drift occurred over the measurement periods. The sound level meters and calibrator have been checked, adjusted and aligned to conform to the specifications within the last 24 months and issued with a conformance certificate. 4.4 Measurement Procedure and Conditions The measurements were taken on Friday 6 th July 2007 and Saturday 7 th July 2007 at each of the receiver locations at a height of approximately 1.5 metres above ground level.<br><br> Care was taken in the measurement procedure to avoid sound which was extraneous to the amplification equipment or other sound associated with the concert.
